However I can't find a modem driver for my Rockwell based 56k external. How do I do it? Internet Explorer for the Mac 68 series seems to have absolutely pathetic modem support. It doesn't even list standard modems which would probably work with mine. Trust Microsoft to be absolutely terrible on the Mac too.

Faking a PCMCIA modem driver?
At any case, I didn't trust the driver anymore, so I déinstalled FaxServices and déinstalled the modemdriver. Then I downloaded a Generic Modem-driver from Conexant's site and installed the modem and FaxServices again. I bypassed the warning ("not compatible for Windows ..."). Now Fax Services do function fine !

Go there and try to isolate the offending driver and remove it from your system. It could be an old cd-Rom driver, audio driver, network driver, an old modem driver, but trust it is an OEM driver that windows 2000 doesn't like, and Via doesn't know what to do with. The plan is isolate that driver and remove it.
